During a meeting of the European Parliament’s Committee on Budgets (BUDG), PiS MEP Bogdan Rzońca presented Opinion No. on the draft Council decision on the association of overseas countries and territories with the European Union —including Greenland—for the 2028–2034 financial framework, supporting the direction of the changes while emphasizing the need to increase budget transparency and strengthen parliamentary oversight.
“The draft decision sets out a framework for cooperation with partners who—though formally outside the Union—remain strongly linked to it politically and economically. Greenland plays a special role, as its geostrategic importance in the Arctic continues to grow. The program aims to strengthen cooperation in areas such as critical raw materials, renewable energy, and sustainable tourism,” Rzońca emphasized.
The MEP welcomed the proposal to allocate 530 million euros to Greenland, pointing to its growing strategic importance. He also noted that the effective implementation of the program requires adequate administrative resources.
At the same time, the ECR coordinator on the BUDG Committee drew attention to serious shortcomings in budget transparency. “The lack of a detailed breakdown of funds gives the European Commission too much leeway and limits democratic oversight,” he noted, proposing the introduction of indicative budget allocations and more detailed budget lines.
The MEP also emphasized the need for full transparency regarding the granting of loans and budgetary guarantees, as well as the need to maintain the European Parliament’s strong role in overseeing expenditures.
“I support the direction of the proposed measures, but it is crucial to strengthen transparency and parliamentary oversight. Only then will the program be effective and consistent with the principles of responsible EU financial management,” Rzońca concluded.
