Ahead of the upcoming Three Seas Summit in Warsaw on April 28–29 April, at the initiative of PiS MEP Arkadiusz Mularczyk, Members of the European Parliament representing four political groups sent a letter to European Council President Antonio Costa, highlighting the need to strengthen the EU’s commitment to developing infrastructure, connectivity, and resilience in the Three Seas region and encouraging a discussion on this topic among heads of state and government.
In their letter, the MEPs emphasize the region’s strategic importance for the future of the European Union and the need to bridge existing gaps in transportation, energy, and digital infrastructure. They call for the creation of “a special fund under the EU’s cohesion policy to support strategic, transnational projects carried out within the framework of the Three Seas Initiative.”
“The Three Seas countries account for nearly half of the EU’s member states. Supporting their integration and development is not just a matter of fairness—it is a strategic imperative for the strength and unity of the Union,” the signatories write.
Highlighting concerns about the risk of a “two-speed Europe,” the letter argues that increased investment in the region would benefit both its citizens and the EU as a whole—especially in light of current geopolitical challenges and the threat posed by Russia’s neo-imperial ambitions.
“Especially today, in the context of growing geopolitical threats—particularly those stemming from Russia’s neo-imperial ambitions—the need to invest in the resilience and integration of this region is more urgent than ever. Cohesion funds must therefore focus in particular on the Three Seas countries, as a key area in the EU’s architecture of security, development, and unity,” the MEPs emphasize.
“The fact that the initiative enjoys broad support among other political groups reflects a growing cross-party consensus on the need to invest in the resilience and strategic connectivity of Central Europe,” commented Arkadiusz Mularczyk, the initiator of the letter.
During the current term of the European Parliament, MEP Arkadiusz Mularczyk established the European Conservatives and Reformists Working Group on the Three Seas Initiative, whose goal is to support regional cooperation among Central European countries and promote the importance of the Three Seas Initiative in EU policy.
