Marlena Maląg: "The lack of uniform regulations on the taxation of tobacco products is leading to increasing market fragmentation and distortions of competition among countries."

PiS MEP Marlena Maląg submitted a question to the European Commission regarding the need to revise the directive on the taxation of tobacco products.

 

"During a recent meeting of the FISC Subcommittee attended by Commissioner Hoekstra, a discussion arose regarding the revision of Directive 2011/64/EU on the structure and rates of excise duties applied to tobacco products. It should be emphasized that the directive has not been amended since its adoption in 2011, while the tobacco products market has undergone a profound evolution. The lack of uniform regulation is leading to increasing market fragmentation and distortions of competition among member states. The Council of the EU also noted in its conclusions of June 2, 2020, that amendments to the directive are necessary for the proper functioning of the internal market and to ensure health protection in the EU, the parliamentary question states.

In light of the above, the Polish politician asks whether the Commission is aware of these issues and what specific measures it intends to take to address them. Furthermore, the MEP wants to know whether the Commission plans to revise Directive 2011/64/EU and, if so, when. Marlena Maląg also asks whether it is true that the Commission had already prepared a draft of a new directive in 2022 based on an assessment of the directive’s implementation and public consultations, and if so, why further action has been suspended.
