During the plenary session in Strasbourg, in a debate titled “The Need to Establish Targeted Criminal Laws and Platform Liability to Effectively Combat Cyberbullying and Online Harassment,” PiS MEPs Anna Zalewska and Jadwiga Wiśniewska warned that cyberbullying is destroying the younger generation and requires decisive action—both from online platforms and from member states—while preserving freedom of speech.
Anna Zalewska noted that meaningful discussion on this topic is hindered within the European Parliament itself. In her speech, she criticized the atmosphere of public debate, pointing to a lack of dialogue between political opponents and the prevalence of derogatory language, populism, and left-wing “wokeism.” She also highlighted the problem of dehumanization in politics, noting that even representatives of European institutions and political groups use memes and messaging that deepen divisions rather than foster substantive debate.
Referring to the situation in Poland, Zalewska pointed to the disturbing phenomenon of organized groups of online trolls being exploited in political battles, which—as she emphasized—further complicates the fight against online violence. Despite her critical assessment of the current situation, the MEP stressed the need for action and clearly stated that online platforms should bear responsibility for combating cyberbullying. She also emphasized the importance of digital education—not only for children but also for parents—the development of psychological support for victims, and ensuring a swift response and effective regulations.
At the same time, she noted that new regulations should be balanced and must not lead to restrictions on freedom of speech or increased bureaucracy, which—as she pointed out—would not yield tangible results.
PiS MEP Jadwiga Wiśniewska also spoke during the debate, drawing attention to the dramatic consequences of the unchecked influence of the digital world on children and young people.
“Artificial intelligence was asked how to destroy the younger generation. The answer was terrifying: give them phones, unlimited access to the Internet, capture their attention, make them addicted to screens, and convince them that this is freedom. This is not a hypothetical scenario. It is the reality in which millions of children live,” she said.
As she emphasized, this phenomenon leads to cyberbullying, internet addiction, and pressure from social media. “Children live under constant pressure, which destroys their mental health and is the cause of a rising number of suicides,” she noted.
At the same time, Wiśniewska criticized the superficiality of the political debate on this issue. “Today, you’re discussing this, getting emotional, delivering your speeches, and then walking out into the hallway with smiles on your faces. Meanwhile, every day, every minute, and every second, children are experiencing violence that breaks their souls and hearts,” she said.
The MEP called for concrete action, including strengthening member states’ efforts to combat cyberbullying and a return to the educational role of schools. “It’s time to focus on character-building education as well. It’s time to restore character education in schools so that we can shape and strengthen a system of values,” she emphasized.
Both MEPs pointed out that the fight against cyberbullying requires a comprehensive approach—combining the responsibility of digital platforms, effective legislation, education, and social support—without infringing on fundamental civil liberties.
