The PiS delegation in the European Parliament voted against the report on the EU’s multiannual financial framework for 2028–2034, arguing that the document does not constitute a real strategy, but rather a collection of inconsistent proposals leading to increased spending without clearly defined priorities, reforms, or savings, and to further fiscalization and centralization at the expense of member states.
Bogdan Rzońca, ECR coordinator on the Committee on Budgets, emphasized in the debate preceding the vote that “the document we are discussing is not a strategy; it is rather a wish list.” He pointed out the lack of reflection on the effectiveness of current spending and the need to reduce it. In his view, the report contains “too little about savings,” even though the EU’s economic situation requires greater financial discipline. The PiS MEP also pointed out the risks associated with introducing new EU own resources, which lead to further fiscalization and the creation of elements of a fiscal union without a clear mandate from the member states.
In addition, he emphasized that in the previous 2021–2027 financial framework, as much as two-thirds of the budget was allocated to agriculture and cohesion policy, whereas under the proposed framework for 2028–2034, this share is set to drop to about half of the total budget.
Tobiasz Bocheński assessed that the European Union needs far-reaching reforms to meet global competition, yet the report proposes “more of the same.” As he pointed out, European companies are already struggling with excessive bureaucracy and regulations, and the proposed solutions would only increase them further. He also emphasized that the document lacks a realistic vision for economic and technological development, making it a “missed opportunity” to strengthen Europe’s competitiveness.
The PiS delegation also opposes proposals to increase the EU budget and introduce new sources of revenue at the EU level, noting that this leads to a reduction in the role of member states and an expansion of the EU’s powers without adequate democratic oversight.
PiS emphasizes that the EU budget should focus on key priorities such as security, border protection, economic competitiveness, agriculture, and support for regions, while maintaining financial transparency, the principle of subsidiarity, and implementing real reforms and cost savings.
In the delegation’s view, the current report does not meet these conditions; therefore, the vote against it was an expression of opposition to further centralization, fiscalization, and the uncontrolled growth of European Union spending.
