Kosma Złotowski: “How many more debates on better laws will there be before we actually start drafting them?”

During the European Parliament’s plenary session in Strasbourg, PiS MEP Kosma Złotowski took the floor in connection with the presentation of a communication on better lawmaking and law enforcement. In his remarks, he pointed out the recurring nature of debates on the quality of EU legislation, which—as he emphasized—do not translate into concrete action.

The MEP noted sarcastically that the lack of discussion on this topic would make the plenary session a “wasted session,” while also criticizing the strategy of the current term of the European Parliament, which involves cyclically returning to the same issues without tangible legislative results.

As he pointed out, instead of constantly debating how to create “better, more effective, or more transparent” laws, EU institutions should focus on actually enacting such regulations.

In his speech, he drew on a historical analogy, citing Cato the Elder and his famous words: “Ceterum censeo Carthaginem esse delendam” (“Furthermore, I believe that Carthage must be destroyed”), comparing them to the call—repeated at every session—for the need to improve the quality of European law.

In conclusion, Kosma Złotowski raised the question of the effectiveness of the European Parliament’s actions to date: “How many more times will similar debates be held before the European Union actually begins to create better laws and enforce them effectively?”
