PiS MEP Kosma Złotowski submitted a question to the European Commission regarding the negative impact of the implementing acts for Regulation (EU) 2023/1542 on the battery manufacturing sector in Poland.
"Poland is one of the world’s largest producers of batteries used in electric vehicles. However, the future of this sector in our country is in doubt due to the implementing acts for the regulation on batteries and waste batteries currently being prepared by the European Commission,” the author of the inquiry emphasizes.
As he points out, the new regulations are intended, among other things, to take into account the carbon footprint of electric vehicle batteries. “However, the concept of decarbonizing supply chains and controlling the entire production process of electric vehicles cannot be implemented in a way that discriminates against countries such as Poland, which is one of the world’s largest battery manufacturers, but which, for historical and economic reasons, is only now beginning its energy transition,” noted the EP quaestor.
In a letter to the European Commission, the PiS MEP asks whether the Commission is aware that introducing regulations that do not take into account the differences between member states resulting from historical and economic conditions may run counter to fostering solidarity among these states, and, in the long term, could have negative consequences for the pursuit of independence for the entire EU automotive industry and a just energy transition in the EU.
Furthermore, the MEP asked whether it is true that, according to the draft of the new implementing acts, even if a manufacturing plant purchases so-called clean energy with guarantees of origin from renewable energy sources, its situation will not change anyway, because the energy mix of the country in which it is located is unfavorable. Złotowski also wants to know how the draft implementing acts will affect the distribution of investments in the electromobility sector, as well as job losses and the creation of new jobs in individual EU member states.
